眾議院通過6420億國防預算﹐ 歐巴馬威脅要否決

這是指2013年的國防預算。歐巴馬的否決威脅﹐是因為這預算比當初協商的還多了80億。不論如何﹐這是一個龐大的數字。這案是以299-120票通過。

在當日稍早﹐眾議院也通過了﹐對恐怖分子嫌疑犯﹐加以無限期拘留的支持﹐這包括了美國境內的美國公民。是以238-182票通過。

這預算若除以美國今年總人口3.13億(維基) ﹐不分男女老幼﹐包括嬰兒﹐每人要出2千零50美元。

這真的是人民的意願嗎 ﹖

特區高地 警察射擊休旅車﹐在被襲後

新聞照警方片面說法是﹐星期六早上4點﹐一個警察看到一輛綠色休旅車﹐在停車場碰他的了警車﹐於是開警車追逐了2個街口。警車被那休旅車撞的不能動﹐警察開槍﹐擊破休旅車玻璃﹐休旅車向DC方向逃逸無蹤。

這不是一件大案﹐但是值得注意的是 報導中提到>>

這警察是穿著制服﹐在夜總會兼差﹐當事件發生時。

所以﹐警察穿制服幫總會兼差是可以的﹐而且是用公務警車。車說被撞壞﹐誰負責損失 ﹖萬一警察負傷﹐醫療誰出 ﹖萬一誤傷他人被訴﹐是屬公務或私務 ﹖警方是否連帶被訴 ﹖

損失極可能是納稅人的稅錢賠﹐可以肯定的是﹐夜總會兼差費絕對是進他私人荷包。

警察穿警服､開警車﹐公器私用﹐在娛樂(風月)場所兼差﹐那還不如直接拿乾股快一點。
說不定還真是去保護他乾股利益的﹐警察重利﹐又能廉潔到哪裡去 ﹖

布拉夫代爾數據中心非常龐大，規模是美國國會山的5倍，據稱它的建造費用高達20億美元，預計在2013年9月落成並投入使用。數據中心透過高速電腦收集從衛星上、手機或網路上攔截到的各種信息，再透過最現代的技術設備，破譯與分析。

布拉夫代爾數據中心的主人是美國國家安全局(NSA)，該機構是美國最大的情報機構，隸屬於國防部，專門負責收集和分析外國資訊，判斷是否對美國國家安全造成危害，其能力和資源甚至遠超中央情報局(CIA)和聯邦調查局(FBI)。

    　美國前任及現任官員一日承認，二○一○年十一月讓伊朗將近一千部濃縮鈾核子離心機癱瘓的電腦蠕蟲「Stuxnet」，的確是美國及以色列專家所設計，且經歐巴馬總統祕密下令動用，目的是拖延伊朗研發核子武器的進程。
    　防毒軟體專家前年不經意發現該病毒，並取名為Stuxnet，對其始作俑者爭辯頗多，但大多數認定可能是美國及以色列合作的成果。《紐約時報》一日報導，要求匿名的美國前任、現任官員終於證實，Stuxnet確係美、以兩國專家研發的網路武器；自小布希政府 便開始研發，其機密代號為「奧運遊戲」（Olympic Games）。
    　該病毒係美國「國家安全局」（ＮＳＡ）在以色列襄助下研發而成，目的是要逐步破壞伊朗的核子能力，同時在伊朗科學家當中散布疑惑，讓他們搞不懂核電廠出錯的原因。
    　在防毒軟體公司發現Stuxnet之後，歐巴馬總統仍祕密下令繼續散播Stuxnet，同時授權動用好幾種Stuxnet病毒的變種。整體而言，Stuxnet病毒共摧毀伊朗六千部濃縮鈾核子離心機中的將近一千部。

離譜！工友當選議員再自肥

洛杉磯縣地檢處在檢察長庫利（Steve Cooley）領導下，抓貪腐不遺於力。「洛杉磯時報」爆料，在洛縣南門市附近的庫達海市（Cudahy）也出現離譜肥官，引起地檢處注意。

洛杉磯縣之前爆出貝爾（Bell）和伏農（Vernon）肥官充斥，這次庫達海曝光的只有一名前市政經理裴瑞茲（John Perez）。他撈到的錢沒有其他肥官多，但手法令人側目，形同監守自盜。事件也暴露庫達海市府行政紊亂，官員惡搞。

斐瑞茲本是市府小工友，但1994年搖身一變當選市議員。他沒有大學文憑，亦無行政經驗，2000年竟說服議員同仁任命他為市政經理，從此平步青雲。

一開始年薪8萬8892元，加薪竟跟消費指數走。三年後續約條件更肥，每年薪調升8%。新約2003年4月6日生效，年薪10萬286元。

時報調查發現，斐瑞茲從2004年到2008年，每年4月調薪8%，7月再加調生活費2%到3.5%。2008年10月，裴瑞茲續約五年，年薪達17萬2548元，加薪幅度不變。奇怪的是，照理說新約從10月開始應等到次年10月才調薪，但他2009年又是4月加薪8%，早拿半年。

斐瑞茲享受的好處不只是高薪，他年休假12周，外加病假，用不完可折現，他還不知足。身為市政經理，竟出任一家供水公司主管，年薪2萬3500元。市府向這家公司買水，決定向誰買水的市府主管正是他自己。

斐瑞茲吃香喝辣11年終於踢到鐵板，把州政府撥下的2萬5000元公園擴建定金搞不見，危及整筆250萬元經費，市議會因此2011年把他解聘，當時他年薪18萬6000元。斐瑞茲走得不甘願，控告市府欠他一年半薪水的離職金。

哈波太空望遠鏡


綜合概要﹕
太空總署6月4日宣佈﹐國家偵察局要送給他們2個新衛星﹐這新衛星是National Reconnaissance Office(NRO國家偵察局)送給他們的。

這2個衛星是在2000年初由私人和約商製造﹐未經使用﹐但功能比哈波還強﹐形體比哈波短胖﹐但視野比哈波大100倍。荒謬的是﹐在那時﹐布希政府大砍NASA預算﹐一度使NASA連修理哈波的經費短缺﹐讓哈波幾乎停擺。

哈波是在1990年由太空梭放置太空﹐如果是用來觀測地球﹐“可以從太空清楚看到華盛頓紀念碑上的一毛錢” NASA官方人士Michael Moore說。

NRO贈送的衛星拆除了一些設備﹐是哪些被拆拆除了 ﹖ 並沒有說﹐只說是機密。

dk: 這新聞被多方轉載﹐讓人們聯想到一些黑計劃的黑箱作業﹐及不受國會監督的無窮黑預算。而NRO只是美國16個情報機構之一。

The general order in D.C. makes it clear that citizens with cameras are not permitted to cross police lines, stand in areas not already accessible by the public and cannot interfere with officers doing their jobs.

台灣的警察開罰單也有配額，多年以前家母的皮包被搶，我陪家母去派出所報案，當時派出所內的白板就大剌剌寫著這個月的配額與達成率，當年手機都沒有照相功能，沒辦法記錄下來真是可惜。

(這兩人的面相 看起來都不太善良)

先前新聞說﹐美使館僱員兩人開車在墨﹐被一夥墨西哥聯邦警察襲擊﹐好在是防彈車﹐輕傷。
這新聞說這兩人可能是CIA﹐墨總統說逮捕了12個聯邦警察﹐可能涉及犯罪組織﹐以後這消息就沒下文了。
(我是覺得實情沒那麼簡單.... 早有爆料者說CIA在搞毒品... 所以是誰在搞誰 ﹖爭什麼﹖沒下文的新聞﹐往往玄機很大。)

In the "cave" at Los Alamos National Laboratory, an employee wears three-dimensional glasses to virtually assemble a mechanical joint. This capability allows designers to test design plans, train workers and conduct safety evaluations before actually doing those things. The elaborate computer simulations allow scientists to conduct virtual tests on nuclear weapons, too.
